The implementation of integrated water resources management (IWRM) processes ensures a coordinated development of water resources and in particular, the management of flooded areas, where different interactions and conflicts between the inhabitants living in their proximity, or install their houses in them, and the structural actions and non-structural measures, executed mainly by the state government. In this context, the riverbank line defined in the Civil Code and in the Water Code of the province of Rio Negro (Law Q N° 2952), materializes the boundary between private property and the public water domain. In the Quemquemtreu River, in the town of El Bolsón, in the province of Río Negro, the manifest contrast between urban development and water risk areas has long led to a deterioration of society's relations with the watercourse, generating conflicts between urban settlements in areas with high water risk and the execution of flood protection works, which in turn generate an excessive sense of security. In this context, this thesis aims to develop guidelines for the application of riverbank and water risk lines in the Quemquemtreu River, in El Bolsón, including structural actions and non-structural actions that contribute to provide the bases to guide the ordering of the locality, within a framework in line with the vision of IWRM.Palabras clave – provistas por el repositorio digital
