Droughts are extreme events that produce greater economic losses when they occur in a region. Mainly because there are no warning systems that certainly anticipate the beginning of these events, and when they finally happen they are in an advanced state. Faced with this situation, this work focuses on generating a tool that can detect the occurrence of extreme events in advance and monitor their situation. In this way, provide quality information to those responsible for making decisions to reduce the impacts of these phenomena on society. The fulfilllment of the objectives includes a first part that involves the construction of monitoring indices through a non-parametric methodology, based on an empirical probability function to adjust the variable behavior; this methodology is applied to precipitation as well as to the rest of the evaluated variables. These hydroclimatic fields were generated through the implementation of a Land Surface Model in the La Plata Basin, and with this simulated fields a climatology of dry events was developed during the 1980-2010 period. Finally, a system for monitoring and predicting extreme dry events was determined in this region of South America. The forecast were made by forcing the Land Surface Model with 9-months predicted variables. The ability of the proposed methodology was evaluated by comparing predicted situations with near-real time simulated conditions on a particular date.
