Aexandria: The Journal of National and International Library and Information Issues

Alexandria focuses on national and international library and information (LIS) issues. It is concerned with LIS related concepts, policy and practice within all national collection institutions. It accepts descriptive articles on particular national or major research libraries, or on the situation within a country or a region with regard to such matters as national information planning, bibliographic networks, cooperative information provision, open access, open data, standards, digitization and new library architecture. Discussion papers are also welcome on topics such as collection development, national retention and preservation policies, the promotion of national library services, and the response of national and major research libraries to the digital environment. Reviews of books or reports within the journal’s scope are also included.

A global view on digital legal deposit: what could be learned?

<jats:sec><jats:title>Aim</jats:title><jats:p> Procedures for legal deposit of the print material are well established and widely practiced. Such procedures, however, are not necessarily applicable to the digital environment, mainly because bibliographic specifications of print material do not match those of digital objects and digital environment. The history of legal deposit of publications in Iran goes back to 1906. Since then, the press, publishers, public and private institutions are required to deposit one or more copies of their published material to the National Library of Iran (NLIR). However, reports have always indicated incomplete deposit or lack of coherent and comprehensive policies, especially with regard to digital resources. The present study aims to propose a framework for NLIR by comparing several national libraries. </jats:p></jats:sec><jats:sec><jats:title>Methodology</jats:title><jats:p> This research examined the policies and practices of 10 large national libraries that according to the World atlas (2018) have been ranked the highest in terms of the number and variety of resources. They were the Library of Congress, the British Library, National Library and Archives of Canada (LAC), and national libraries of France, Germany, Denmark, Spain, Australia, Japan, and China. The data related to digital legal deposit implementation was collected from various sources including directories; official publications of international organizations, national legal deposit laws and regulations. </jats:p></jats:sec><jats:sec><jats:title>Findings</jats:title><jats:p> A global trend towards legal deposit to cover digital publications and preservation of comprehensive national archives is developing. In Iran, there was no mechanisms for identification, selection and deposit of digital materials either do not exist or are inappropriate for some types of publications. </jats:p></jats:sec><jats:sec><jats:title>Conclusion</jats:title><jats:p> National libraries and other libraries are at the forefront of research and development in the field of legal deposit. In this research, an effort was made to design and propose a framework for depositing digital material at NLIR drawing on the policies and practices of the top 10 national libraries. The proposed framework has two parts. The first includes elements such as introduction, general principles, resources comprehensiveness, legal deposit method, the origin of publications, collaboration and partnership, and legal considerations. In the second part -the plan-areas addressed in the first part are discussed in detail. </jats:p></jats:sec>

The role and relevance of national libraries in society

Transforming libraries and information professionals for the industry 4.0 in developing countries: Towards the development of a framework for accelerating change post-Covid-19

<jats:p> During the various stages of the COVID-19 pandemic, numerous countries, including several in Africa, implemented lockdown measures. Unfortunately, libraries and information centres were not deemed essential services providers, resulting in partial operations or complete closures. Among the hardest-hit by the pandemic were developing economies, where libraries, typically non-profit organizations, play a crucial role. These institutions usually rely on funding from the government (in the case of public libraries) or parent institutions, which themselves often depend on government support (as is the case with academic libraries in government-owned institutions). With the economies of these countries suffering and experiencing a slow recovery, libraries in developing nations are likely to face further budgetary constraints. In addition to the economic impact on funding, there is a significant risk of a decline in the literacy rate among children due to the closure of libraries and schools during lockdowns. This paper employs a SWOT analysis to identify the challenges and benefits for libraries and information professionals from both societal and professional perspectives. Despite the obstacles that libraries in the developing world may encounter in the post-pandemic era, as well as during the fourth industrial revolution, there are also valuable opportunities that can be harnessed. One such opportunity is the provision of information services to digitally literate, yet informationally illiterate communities. </jats:p>

Digital libraries in crisis: The case of the national emergency library

<jats:p> This paper explores the National Emergency Library (NEL) created by the Internet Archive (IA) in response to the COVID-19 pandemic. The NEL allowed unrestricted access to the IA’s collection of digitized books, suspending the waitlist imposed by the Controlled Digital Lending system. The study uses Carol Bacchi’s What’s the Problem Represented to be (WPR) approach to analyze problem representations in media narratives and understand the response to the NEL. The study covers articles written between March 2020 and 2 years after, using a threepronged reading consisting of a distant, middle, and close reading. The analysis reveals that the IA and NEL are not necessarily consistent with piracy or shadow libraries, but that they differ in complexity and compliance with copyright law. The paper contributes to a critical understanding of how problem representations are constructed and shaped in media narratives, and how this affects digital libraries in times of crisis, and subsequently, policy discourse for all libraries. Overall, the paper highlights the complexities and nuances surrounding the NEL and its response to the COVID-19 pandemic, as well as the implications of this response for digital libraries and copyright law. </jats:p>

Digital poverty in the COVID-19 crisis: Report of the response of a UK further education college library

<jats:p> The purpose of this article is to summarise the response of an academic library in the UK to digital poverty in the COVID-19 crisis. This focuses on the distribution of laptops and dongles to support learners access online sessions and resources. The article reports from the perspective of the Head of Library Service during the project. The article is a short communication which describes what the Library did to distribute equipment during the COVID-19 crisis, in response to a strategic shift to blended learning. The article highlights the effects of digital poverty on education and learning, and how the distribution of over 600 laptops helped address this in our context. The situation forced the Library to innovate with how it organised collections and to adapt our delivery to different groups. The Library worked to develop new ways to hold the data in a more robust way, in order to improve reporting and intelligence. The article presents evidence from learners on the impact of the project on them. The author acknowledges shortcomings in the initial stages of the project and offers some reflections. This was a complex project in a crisis which showcased the value and impact of a library in a crisis. The article highlights how the initial crisis response became part of business as usual when the crisis had passed. </jats:p>

Adoptions of reference management software among the research scholars of India

<jats:p> Background: There were only a few reference management softwares accessible in the 1980s, but presently there are more than 30 reference management softwares available to consumers. Reference management software is an extremely important tool for researchers; it gives error-free references and allows users to move from one referencing style to another in a matter of seconds, such as APA to MLA, MLA to Chicago, and many more. Import, export, highlight, cooperate with others, establish your own library, and so on are all vital functions of reference management software. It also helps us save time. </jats:p><jats:p> Purpose: The study's purpose was to determine how frequently reference management software is recognized and used in India's central universities. </jats:p><jats:p> Research Design: The survey method and questionnaire were used to collect data from research scholars at central universities in India. </jats:p><jats:p> Study Sample: The researchers chose 18 central universities in India, which are offering Ph.D. course in Library and Information Science. </jats:p><jats:p> Data Collection: 264 out of 347 responses received from respondents. </jats:p><jats:p> Conclusion: The findings of the study showed that the respondents are aware of reference management software in central universities in India, and hypothesis 1 also proved that library and information science research scholars are aware of reference management software in central universities in India. </jats:p><jats:p> Suggestion: The study strongly supports the necessity for a training program for the correct use of reference management technologies. </jats:p>

Awareness and use of paraphrasing tools by the research scholars of BBAU and CUSB: A survey

Users may avoid plagiarism by rephrasing sentences. </jats:p></jats:sec><jats:sec><jats:title>Scope</jats:title><jats:p> In this study focus on the awareness and use of paraphrasing tools by the Research scholars of Babasaheb Bhimrao Ambedkar University, situated in Lucknow, Uttar Pradesh, and the Central University of South Bihar, situated in Gaya, Bihar. </jats:p></jats:sec><jats:sec><jats:title>Method</jats:title><jats:p> Survey methodology and online questionnaire tools used in this paper. </jats:p></jats:sec><jats:sec><jats:title>Data collection</jats:title><jats:p> 200 responses were received from the researchers and scholars at BBAU and CUSB. </jats:p></jats:sec><jats:sec><jats:title>Finding</jats:title><jats:p> The finding of this study showed that research scholar of BBAU and CUSB are aware about the paraphrasing tools and they use more than one paraphrasing tool to manage their work. Quillbot and Duplicheaker paraphrasing tools are most used tools by research scholars of BBAU and CUSB. </jats:p></jats:sec><jats:sec><jats:title>Suggestion</jats:title><jats:p> The study suggest that need a training program on Paraphrasing tool for proper utilization of tools in best ethical manner. </jats:p></jats:sec>

Management of academic library services in the 21st century digital dispensation

<jats:p> Academic library services have undergone significant change since the development of ICT. Thus, managing academic library service in the digital age requires a strategic approach that incorporates technology, user engagement, and adaptability to meet the evolving needs of students, faculty, and researchers. This study therefore, explores the role of ICT in the modern management of academic library services. This study specifically centers on identifying the challenges of managing academic libraries in digital environment and suggests strategies for effective management of academic libraries in digital era. The desk research approach and brainstorming with professional colleagues were combined to elicit the facts for the study and adopted content analysis of various literatures relating to the subject was used to draw inferences. The empathy of the paper is on how academic libraries can leverage ICT to enhance various services, including lending, circulation, and cataloguing. Additionally, the study highlights the potential of social media platforms to address the technological needs of library users. Various aspects of library services, such as Library Management, e-Libraries, online cataloguing, and social media services, digitization, Online Public Access Catalogue (OPAC) were examined in terms of how ICT has impacted them. Furthermore, the paper discusses the challenges associated with managing library services in the 21st century. To address these challenges, the study suggests incorporating ICT skills into library curricula and increasing funding for ICT infrastructure. Ultimately, the paper emphasized the necessity of embracing and integrating technology to meet the evolving needs of library users. </jats:p>

Contemporary Library and Artificial Intelligence Technology

<jats:p> Artificial intelligence (AI) is becoming increasingly prevalent in libraries as a means of enhancing services and improving performance. The implementation of AI aims to create computer systems and machines that can think and act like humans, thus presenting both challenges and opportunities for libraries. AI is already being utilized in various ways within libraries, such as expert systems for reference services, robots for book shelving, and virtual reality for immersive learning experiences. Despite concerns that AI may replace librarians, it is actually facilitating libraries to become more efficient and provide better services. As technology rapidly advances in today's digital age, AI is expected to play a significant role in transforming libraries and adapting to the changing needs of society. The role of libraries is evolving, and they are embracing AI to enhance their performance and services. </jats:p>

Delivering and utilising library services during the pandemic disease outbreak: challenges and coping strategies

<jats:sec><jats:title>Background</jats:title><jats:p> The COVID-19 pandemic caused severe shutdowns, quarantines, closures, cancellations, and other restrictive measures in different countries. Educational institutions such as universities, colleges, and schools were not immune to the devastating effects caused by the pandemic. </jats:p></jats:sec><jats:sec><jats:title>Purpose</jats:title><jats:p> The present study intended to explore challenges and coping strategies in maintaining access to and use of resources and services in academic libraries during the outbreak of the COVID-19 pandemic. </jats:p></jats:sec><jats:sec><jats:title>Research design</jats:title><jats:p> To gain familiarity and acquire new insight into how Tanzania academic libraries managed their services during the COVID-19 pandemic exploratory research design was employed. A qualitative approach was mainly used to explore library staff and users’ opinions and experiences on library service provision during the pandemic outbreak. </jats:p></jats:sec><jats:sec><jats:title>Data collection methods and analysis</jats:title><jats:p> Focus group discussions (FGDs) and face-to-face semi-structured interviews were used to collect data. Data collected through FGD and semi-structured interviews were transcribed and subjected to qualitative data analysis. In particular, thematic analysis was employed in analysing data based on assigned themes. </jats:p></jats:sec><jats:sec><jats:title>Results</jats:title><jats:p> Generally, the study reveals multiple challenges in delivering library services and resources and their coping strategies. However, most of the coping strategies put forward mainly focused into preventing the pandemic, rather than enhancing access to and use of library services and resources among the users. </jats:p></jats:sec><jats:sec><jats:title>Conclusion and recommendations</jats:title><jats:p> The study exposes challenges that affected the delivery and use of library services during the outbreak of the COVID-19 pandemic, and their coping strategies were known. Proposal to digitize the library collections, invest in the application of digital library solutions and innovations, build capacity in digital competencies among the library staff and users, and increase access and use of open and freely available resources and services appear to be sustainable coping strategies when a pandemic occurs. </jats:p></jats:sec>
